I like Photoscape for it's timelapse menu and for it's possibilities to work on pictures in details.

Photoscape makes it easy to edit (retouch) a photo locally. For example, make it partially darker or lighter, or deepen the colours. It's remarkable to see how you can improve a photo with this !
You can also use your mouse to blur a part of the image (e.g. a license plate or face).
In addition, you can easily change a spot by cloning.
You can do this by clicking on a desired spot and then on the unwanted spot, then start swiping.
This way you can easily and quickly replace an ugly trash can by a (copy of the) bush next to it.

You can also use Photoscape for batch commands. This is of course about editing the entire photo. This gives you extra possibilities, such as adding a text, a border or another photo (photo in photo). You can easily save these stacking actions and use them again later.
